Quick answer: choose the photo spec by application route
India passport photo requirements are easy to get wrong because "Indian passport photo" can mean at least four different workflows:

If you have a normal PSK or POPSK appointment in India, Passport Seva says the photograph is not required for applications submitted at those centers, and its PSK process guide shows photo capture at Counter A. Passport Seva: PSK and POPSK applicants usually do not bring a photo

For applications submitted outside PSK/POPSK, Passport Seva's instruction booklet lists a recent color photograph of 4.5 cm length x 3.5 cm width. The same source says the background should be plain white, the dress should be dark, the photo should fit the box, the full frontal face should be visible, and the print should be clear on good-quality photo paper.
Use this 4.5 x 3.5 cm route for the cases where the official form or collection center tells you to affix a photograph. Do not use a 2 x 2 inch OCI photo for this box unless the specific checklist says so; it is the wrong shape.
At 300 DPI, 4.5 x 3.5 cm is roughly:
4.5 cm = 45 mm = about 531 px
3.5 cm = 35 mm = about 413 px

The official wording gives length before width, so it is a portrait photo: 3.5 cm wide and 4.5 cm tall.
Children below 4: the 45 x 35 mm rule
Passport Seva has separate guidance for children below 4 years of age. It says the photograph should be color, 45 mm x 35 mm, with a white background. It also says the face should take up about 80-85% of the photograph.
Practical shooting tips for a child photo:
- Use bright, even light from the front.
- Avoid flash red-eye and hard shadows.
- Keep toys, chair backs, parent hands, and blankets out of the frame.
- Leave enough shoulder and head room for the 35 x 45 mm crop.
- Take many shots; toddlers rarely give you the perfect neutral frame in one try.
- Do not use beauty filters, background replacement, or AI upscaling.
For children, the goal is a clear frontal photo. Do not over-tighten the crop just to hit 80-85% face coverage; a clipped head or missing shoulder area is worse.
OCI photo requirements: 2 x 2 inch / 51 x 51 mm
OCI is different from the Passport Seva paper/minor size.
The official OCI Services photo specification says the photograph should be in color and sized 2 inch x 2 inch (51 mm x 51 mm). It should show the full face from the front, eyes open, full head from top of hair to bottom of chin, and the head centered in the frame.
OCI guidance also gives these practical requirements:
- Plain light-colored background.
- No distracting shadows on face or background.
- Natural expression.
- Head coverings only for religious reasons, with facial features visible.

At 300 DPI, a 2 x 2 inch OCI photo is 600 x 600 pixels. If your online route has a different pixel or file-size cap, resize a copy for upload but keep a clean 2 x 2 master.
Indian visa online photo requirements
India Visa Online has its own upload requirements. The official instructions say the digital photograph should be JPEG, between 10 KB and 300 KB, and the height and width must be equal. The photo should show full face, front view, eyes open, with the head centered and full head visible. The background should be plain light colored or white, with no shadows and no borders.

For Passport Seva paper/minor photos, use a plain white background. Passport Seva also says dark dress helps the applicant stand out from the white background. For OCI and Indian visa, the wording is usually plain light-colored or white background, depending on the route.
Use this practical setup:
- Stand or sit about 1 meter away from a plain wall.
- Face a window or soft light source.
- Wear a darker top so shoulders separate from the background.
- Keep the camera at eye level.
- Look straight at the lens.
- Keep mouth closed and expression natural.
- Remove glasses if possible.
- Avoid uniforms unless specifically allowed for your case.
Head coverings are allowed only for religious reasons, and the face must remain visible from chin to forehead and across both edges of the face. Hair should not cover the eyes.
Editing rules: crop and resize, but do not retouch
The safest editing rule is simple: crop and resize only.
Allowed:
- Crop to 35 x 45 mm, 45 x 35 mm, or 2 x 2 inch as required.
- Rotate slightly to straighten the head.

The OCI photo specification explicitly says not to retouch, enhance, or soften the photo. Passport Seva rejects damaged, shadowed, dark-background, or group-cut photos. If the original is blurry or poorly lit, retake it instead of trying to rescue it.
